 this one started with a sign and some night lights to which I did this: Applied angled strokes at maximum(s) several times until I got plenty of noise. Then converted to b & w moving the sliders to get a fairly white image, completing that in Selective Color where I moved the White, Neutral and black Sliders to get even more white. back to B&W to apply the red tint. this is the black & white version:
