I'm undecided about the "scratches" in the image. I wanted the image to look scratched but a) maybe it's not the right image, b) haven't figure a way to do it. If anyone has an example of a scratched effect please let me know :)
Workflow:
* A little crop as was shot without looking from the viewfinder :)
* Select the dress and desaturated the rest.
* Duplicate original layer, blur 20px, set mode to overlay, opacity 100% (it increased contrast)
* Duplicate original layer, blur 20px, set mode to screen, opacity 75% (it increased brightness)
* Added a texture (bellow) as another layer, mode to divide, opacity 25% (it gave pastel colors)
* Another layer of the texture, set threshold at around 110 reducing the texture to 2 colors and set mode to divide (it gave the scratches)
Resize & sharpen 50/.5, .2/1, opacity 50%
texture (feel free to use it)
The same image without the scratches

Ooooooh, Nikolaos, this is very cool! It looks so urban, yet so fresh. The girl in red makes such a statement. "I am one to be noticed!". I love it!

I love the 60's feel to thisd and the pop of the red coat :) Yes this probably needs a different types of scratches texture. Have a look through out the thread there are lots of links, also have a look at indiviual images not just their thumbnails lots of people have posted great textures. If you need help feel free to PM me :)
ETA thanks for posting processing steps I always find it helpful

Oh I like it - the scratches are a bit severe, but still that RED makes up for everything! |

I LOVE the selective desat, that red coat is fantastic! I'm not sure about the scratches, they blend so much into the sidewalk but they do add some interest. But definitely love your processing on the image itself!!! |

I like it very much. Makes me think of the 1960's. I like the use of single saturation with the POP from her red coat. Nice job. |

I looked at this and must of messed up my original message which was - I liked your image without the scratches. I love the desaturation of this image and the use of one color. A technique I really want to try. Your overlay looked like splatteed paint and you could try softening it with the opacity control.
Just saw Joynim's submittal - two below yours and she has a link to a scratches texture she used. You should check it out.
