It looks like you were walking away from somewhere and someone snapped your picture. Which makes me think that 1 this isn't really you or 2 you didn't take the picture. My guess is that someone else took the picture.

With either this background or your angle with the camera, this feels too much like a candid snapshot. I like the natural expression on your face though. It's better than my dull stare! BB

Simple. It seems like a quick shot. A bit off focus. I like the composition. The window behind you gave a bit more feeling this photo. Overall is a good photo :)

If i put a camera on a tripod outside my house and took a picture, would that make me a photographer?

Sure...but that wouldn't make me a good photographer.
