The vantage point is definitely from the ground up. I like the perpective, but think it would have been better in color. In black and white, it looks more like a toy.
This shot is a little too dark for me. The building kind of gets lost in the sky. It looks like you were trying to get a silhouette effect, but I don't think it works here, because the sky matches the building too much.
