I took a few 30 second exposures to get this rainbow affect with my air fuel gauge. When my car idles the gauge lights up back and forth, so i kept the gauge lit up for 5 seconds to get the blue glow and then i shut the lights off to take in the lights going back and forth.
Post Editing: Crop, Resize, Clone Tool, Sponge Tool, and Healing Brush, Replace Color.

For me there isn't anything to keep my interest for more than a few seconds when lookin at your image. Perhaps if there was another element of some kind. I do like the neon glowing colors though - they turned out well.
