 Rotated slightly and cropped to give a panaramic feel.
Adjusted levels slightly to get forground a bit darker.
Saturated colors and played a bit with channel mixer.
(went throu other peoples photos with basic editing rules and saw what they had done to be clear what and what wasn't allowed.
Removed noise. removed a dust spot and one hot pixel.

Would have loved to add a gradient filter within ps to get the top half a little darker, can see slightly where i had my hand over top part of the lens for a lot of the exposure. Did this so the sunset wasn't blown out, but bought up the water a lot more. Didn't do any more to it cause I wasn't sure what was meant with the basic rules on filters and such. so left it alone.
Also would have loved to have darkened the photographers hat, but understood that wasn't aloud. also probably would have cloned the messy construction in the middle of the bridge out but... also the water reflection to his left... anyway..

the silhoutte isn't very defined, and almost detracts, but something about the colors of the picture makes me love it.

I almost missed the sillouete - couldn't you have placed it more to the left (where the water is brighter)?

Amazing shot. I love the photographer in the foreground and the balance of interest in the skyline.

Wow, really nice cityscape! I'm sure we'll be seeing this at least in the top 10.

nice shot but I couldn't see the sillhouette until i browsed the photo.
