 I shot this without knowing about the challenge. I used no effect filters, but did use aggressive shadows/highlights and USM with these settings (119, 79.8, 0). Applied Gaussian blur to the dock and right corner. Color was mostly blue and then made changes to foreground with Levels, Photo filter and Selective color. I put gradients on them to make the effect. Burned the reflections in.

This has the chance to seriously bomb, LoL. Its not blurry enough although nothing is sharp. Could be my first four of the year. Oh well in it goes!
