 No special techniques used at all.
Just a straight shot, observed that the combination of lighting & smooth water ripples created a nice "filter" like effect.

I love how you actually found something truly "impressionistic" in nature and captured it through straight photography, instead of using a filter in post-processing. And that you did it so well! This should have won, in my opinion.
