I expect nothing less than 5.5 on this one.
adjustment layer for curves to bring out the statue
cloned wires from a transmission lines
resize/USM
that's it.
OK. Then I realized that the photo is pretty flat.
Used OptikVerve's Virtual Photographer plugin (as I'm not good enough, so I let the computer do it for me). That brought out some sunset tone (the photo was indeed taken at sunset, so not too artificial after all).
Then applied some selective color shifting to the otherwise boring and blend sky.
Then applied copper effect to the statue, to illuminate it and make it stand out some more.
All those layers then combined, USM 300/0.3/0 and done.

Great perspective and the bronze colored windows work great with the bronze Blues Man.

Using the bronze statue is an excellent idea. Not only does it provide some contrast between old and new, but it provides a sense of scale and perspective on the future. Since cloning minor imperfections was allowed, I maybe would have taken out the street signs in the lower right corner. Only because it is a bright orange dot which keeps attracting my eye to that area.

The lighting seems a bit...odd on the statue. This makes me think of postcard photos.

What a magnificent building! I think the statue distracts from it, I'd love to see just that building, maybe even a different angle of it.

IMO the shot may have been improved without the statue in front of shot but since you obviously couldn't move it...
