Maybe just a little too tight of a crop on the bottom. The bg/neg space is nice but it doesn't make the subject pop out at me. Without a title my eyes are drawn to the bg buildings and even thought they're hazy, I like the effect.

my eye goes directly toward the tug boat and buildings...not to the negative space. Sorry, I think you missed the boat on this one.

crop off the top to get a better sense of shape in your negative space. size doesn't matter.

half the picture, the sky, really doesn't add anything at all to the image.

Lose the title (or maybe change it??) and you have a great shot with a nice atmosphere.

I think this would have been better if you lost the tug and water at the bottom. The buildings fading into the mist make an excellent picture on their own.
