I find it soft and the partial boats detract from the image

This would be a better shot if you cloned/cropped out the first boat. It's one is different from everything above it.

The boat arrangement seems somewhat chaotic and gives the overall picture a feeling of uneasiness. Maybe a different perspective would have helped.
