I gave you your highest score on this (a 9). I really liked it. To my eye, it tells a story (very underrated on DPC, I'm learning), and the technicals don't detract from that. The composition to me says "street photography," not busy background, and your use of selective desat fits well, drawing extra attention to the natural subject of the image (and it's not overdone, which would not have fit here very well). Sorry it didn't do better for you.

The child almost sems a little out of focus, but I'm not sure... Also, one thing I might have suggested for this shot is a less cluttered background. For example, you might have waited for the people and the other child to walk out of the way, and then cropped out the top of the shot. Then you would have had a great composition and everything! Very good try though, and neat idea! :)
