Well this is fundamentally a good shot and a well captured one in terms of content, i.e where the subject takes your focus, and how there isn't an annoying tilt. You also used a good balance of compostion, there's enough sky, subject, and reflection to keep the viewer interested and to display all the relevant articles.
In terms of the capture, there are a few points that I think may have caused the image to have not recieved as high a vote as it may have deserved. First of all, and most obviously, is the over-exposed sky which is a shame as it's the detailed clouds that can make these photographs really stand out. The next part of the photo that draws my negative attention to is the black, dark spot at the lower right corner of the image. It appears that something was covering the lens and even though it's small, it can make the difference between a 5 and a 6.
In terms of the Expert Editing rules, I feel you could have done a little more to this to bring out certain features. The bricks are a nice subject, but their colour is slightly lost amongst the vibrancy, and so I feel that perhaps desaturating the other colour fields to rbing out the red might have helped. Also, your sharpening seems to have been overdone, as seen especially on the bricks where the pixels stand out as being overblown and 'crispy' as opposed to simply crisp. This is also clear on the grey objects that line the river/canal on the other side of the bridge on the right, where they appear crystaline, not smooth.

Otherwise, the picture is sound, and is well lit and exposed, bringing out the 'power' of the image effectively.

Looks kind of like the Legoland boat ride with miniatures past the bridge. Nice nearly perfect reflection.
