 I desaturated the red channel slightly, as I thought the shot looked a little over saturated.

Upped the contrast.

Used the dodge tool to bring out the eyes and smile.

Blurred the background using a technique similar to that of Timj’s (see //www.dpchallenge.com/tutorial.php?TUTORIAL_ID=16 )

Added a duplicate layer, which I blurred slightly and set this to 20% opacity. To give a very slight soft focus effect.
