Environmental Protection Agency?
I can't think of anything else and it sort of fits with those prickly cactus plants. If I do have it right then it shows I watch too much TV and the EPA is a US agency, not one we have back here!

Pretty photo! Gorgeous blue sky. Good detail in landscape. Not sure how the EPA (environmental protection agency?) relates to the photo, tho.
