Pretty simple. I poured some water in a glass tank and added a little bit of hand soap. I mixed it around a little and then used my Giottos Rocket Air Blaster to create them. Actually if you just blow air around the surface of the water or shake the tank a little you'll create some that way as well but that tends to shorten your time to shoot them as you wait for everything to settle down.
