my eyes are pulled towards the bright orange cones rather than the subject. next time i would leave out the guy and focus in on main subject

It is difficult to determine what the actual subject is, almost look like it should be the man on the left.

Kind of wish I could see his style from the front and without the random headless passerby, but I understand if you didn't want to hound what appears to be a homeless man for a candid. It seems like there was only one real opportunity to take this, and that's a lot better than nothing, in my opinion anyway.

Too bad you didn't get the whole hat. The man on the left makes this look like an average sort of snapshot IMO.

The hat is funny, (not making light of his situation). There are a couple of technical aspects that probably need reworking in this shot. The idea is good, but there are several composition distractions. The front of the bus in the background, the intersection of the red cone with the subjects face , and the crop of the hat (the key element of the challenge) take away from the image. I think a point of view (different shooting angle) would work best if you were facing the front of the gentleman in the wheel chair.

Of course, this is merely one person's opinion, so please "take it with a grain of salt".
