This is a beautiful shot, but is way beyond the rule of thirds. If the sailboat were about 1/3 of the way from the top, it would give this photo much more balance.
You'll undoubtedly get dinged for the "not level" horizon. This shot is more about the moonlight to me than the wind, but I shan't ding you for that too badly.
Funny. This reminds me of an image in the 'Lighting' challenge just completed. Of what I've seen so far for water/waves type entries, I like this one the best. Not sure about the portrait orientation (whole lot of scrolling going on), but you certainly put forth a nice effort for this challenge. Good luck to you.
Nice idea and great picture but, I think for the challenge you might have gotten higher scores if the focal point was more with the sailboat. I first notice the water and the contrast then after seeing the title I noticed the boat. Being about wind you might crop, enlarge, and enhance the silhouetted sailboat for more impact.
