yes, you've stopped the motion of the water, but to what purpose? to meet the challenge. ok, you've done that, but does that really add anything aesthetically to your composition? as is, it is an eye-level documentation of a statue at a fountain--there's not much to really make me want to stay with it.

Nice comp, good DOF, over all a good shot, however the tile actually lets it down a bit.

Lovely statue. Looks like a nice park. The stopped water looks like ice almost. ;^) Technically this image is composed well, the exposure is fine, and I like the bokeh you're getting in the light thru the trees. The main think probably holding this back is your choice of subject matter. Good luck in the challenge.
