Not really getting a feel for 'Action Shot' here. Seems more like 'Motion Blur' or 'Panning'. JMO of course. The arrangement of your subject in the frame is good.

I found this piece actually disturbing. So,in that regard, a photo that sparks emotion is... well good. Would I buy it if it was available. Well. No. Is this a real person or a blow up doll?
