Looking at his foot, the horse seems to be walking, not stationary.

The front foot being off the ground makes this look like the horse is starting to move and the flowers in the back make it look like an old fashion hearse. The focus is sharp, the colors are bright, and the lighting is good but it just misses the stationary feel. 6

I'd like this better if the crop wasn't as close as it is and the if the highlights weren't a bit blown out. At first I thought the horse was walking because its foot is up, but I see that the reigns are tied off, so it must be shaking off a bug.

The shot would have focus'd more on the challenge at hand if all 4 of the horse's hoofs were on the road and his head was a bit more drooped. Otherwise its a nice picture of a horse carriage.

when there is motion blur in the main subject (here it is on the foreleg), it's obviously not stationary
