LOL! This is delightful! Meets the challenge, yes, but more importantly it's a fun picture! I really like how you can just barely see his profile, and what you can see is so very serious despite his flowery attire.

Even though the photograph is technically good enough, it seems as if there were an interesting story to be told about this person and the environment but it'd been left out somewhere outside the frame. That's to say that the picture is somewhat incomplete, in my opinion. I wonder if a wider angle of view wouldn't have helped capture that story better. Additionally, the motion blur, i.e. the blurred people around the person, appears to be more like an unavoidable result of having to use a slow shutter speed than a deliberate attempt at setting a certain mood.

Pretty black shoes - and practical, too :-) The motion blur here is more effective than in many I've seen in this challenge because it really adds to the story. Interesting how the guy in the dress is walking in the opposite direction to the rest of the crowd. The flag and the black sign are slightly distracting, but I guess you took the opportunity to get this shot when it arose and I don't blame you for that!

very interesting subject, but I don't feel like motion blur needed to be used here and was simply used for the sake of the challenge. It really doesn't make the picture any more interesting.
