The bokeh consists of the Bolte Bridge in Melbourne's Docklands precinct. A six lane bridge located roughly 4km behind the subject, the out of focus blue spots are a decorative lighting element closely followed by the grey dots which form the main road lighting. The the two spires gradiating upwards to the right is positioned central to the bridge.

I really like the bokeh, but maybe the composition could have been strengthened. The two vertical flares seem to distract a little, and a sharper foreground would have emphasised that interesting background even more.
The whole thing looks a bit smudgy instead of the soft effect I assume was intended. The oof area is too harsh for my liking and the two vertical lines disturbes the composition. An average entry.
The composition of the pic and placement of your subject is good. The lighting of your subject could be better - a bit flat and cold with hard shadows.
