Lose the border! (Or, at least, make it about 1/8 the width it is now.) Cute photograph, though! :)

On the technical side, maybe 2nd curtain fill flash would have helped lessen the blur on the child's face while retaining the overall motion blur.

I think the shutter should have been a little faster, and to me, the border is very distracting.

Sorry, but this is possibly the worst use of a frame I have seen yet - it totally dominates the shot (which is ok)....

wow that border is horrible, but i guess you were trying to distract from the fact that this photo lacks any clarity and interest. sorry no good.
