Hmmm .... I like the idea, and the composition. I like the "grain", and the night colours. Everything out of focus is daring, but it works here. What I don't much like is the blotchy, stripey background, it is distracting in particular in this case.

I don't like how everything is fuzzy and out of focus. There's too much noise and it's very pixelated.

2 because it is blurry, the bubbles are undefined and the hand isn't even fully in the picture

Please don't be offended by this comment. I am making an effort to comment on all images that I scored below a 4. Although your image meets the challenge requirements, I believe attention to the following might have served to make it work better for me:
Composition is OK, with maybe too much negative space. I think the hand would be better without the thumb being cropped off. Image is very, dark, blurry and has lots of noise.

The bubbles don't really show up (except the blurry colors), and the child's hand is way too red.

This is a great idea. For me it is so abstract (due to the lack of focus anywhere) that it is a little harder to appreciate.
