The seal is more eye catching that the governor is.

Two small changes I would have made. I would have removed the border I think it takes away from the image, and I would have done a slightly different crop. Cropping to his arm on the right to lose the majority of the black framework in the background and to place the subject slightly off center. Then cropping a sliver on the left just to eliminate the excess space after the podium ends.
