just a little something i got out of Classic Photoshop Effects...

making a soft vignette

1) open an image
2) click the Rectangular Marquee tool and draw a border well inside the border of your image
3) type Q to go into Quick Mask mode
4) under the Filter menu, select Filter Gallery, then select Brush Strokes, then select Sprayed Strokes
5) Set the Stroke Length to 12, Spray Radius to 7, and Stroke Direction to Right Diagonal. DO NOT CLICK OK (yet)
6) at the bottom of the dialog, click the New Layer icon (this duplicates the Sprayed Strokes
7) pick Torn Edges from the dropdown list of filters and set Image Balance to 25, Smoothness to 11, and Contrast to 18. NOW click OK
8) type Q again to return to Standard mode
9) under the Select menu, click Inverse
10) make sure your background color is white
11) hit the backspace to erase the edges
12) save as a different filename
