 This photo was taken in May 2002 at the International Tulip Festival in Ottawa, Ontario, Canada.

The weather was blisteringly cold and the concerts that were to be part of the Tulip Festival were, for the most part, cancelled due to the poor weather.

But the tulips managed to come out despite the weather!!!
