PS Work -
Dark Gradient fill (multiply mode) to put some colour into the very light sky.
Dark Grad fill (multiply mode) to make the bottom half of the frame recede too.
Increased saturation and contrast to make it jump
Dodge, burn and a little selective desat on the yellow tabards of the dancers to help reduce the tendency for the eye to follow yellow.
A little Guassian blur on the background.
Cropped to empasise norman and the accordian.

I realize that the accordian is the subject here, but I think it is distracting to have the mans feet and lower legs out of the frame. Kind of a strange downward angle. Nice color and lighting. 6.
