It is a dandelion that was vaporized of water. A flashlight was used to take a picture of the dandelion in the dark. In post processing I have highlighted the light to create this effect of the spotlight

This is gorgeous but it does make me wonder if you actually did shoot this in the dark, this could easily be edited to look like darkness.
