The wind was so strong that lanterns were constantly swinging. The wind also created ripples in the water so the reflections of the lanterns were also not in focus.

My eyes hurt from trying to find something that IS in focus. So many things in this image. I think if it were even more unfocussed and rotated 90 degrees left it would make a way cool pattern, which would be the result of the out-of-focusness and therefore just right for this challenge.
