Challenge link: the title is a little misleading really (apart from connecting with your soft focus),but otherwise it meets the challenge in the sense that it's relatively open as to what November represents. It is not what I'd call stereotypical of the month though.

Image critique: as Moodville has stated below the framing has left a bit of a void. The soft focus seems more like a bit of image salvage to me (making some interest from unexciting scene or muted lighting). It does however have charm and the interest of the gull is its key. The juniper is a good tree and its texture and windswept style adds some much needed feature the photo.

Out-of-challenge appeal: not much due to the lack of good lighting and 'wow' factor.

Possible improvements when shooting a scene like this would be to get in closer on the subject with more detail and possibly to try mono, since the colour is minimal anyway.

Interesting photo. There is a kind of halo around the bird that probably comes from some post-processing that you've done that I'm not terribly keen on. 6

I'm guessing the hazy feel to the image is due to a soft focus effect. The color has a strong blue cast but that goes with the chilly feel of November. The tree makes a good frame but unfortunately it's only framing an expanse of water. The seagull adds a much needed third element and is positioned good on the branch, although I'm not too sure about the composition of the entire image. Perhaps cropping out the lower part of the tree would put more emphasis on the bird and not so much on the water.
