You may not use ANY editing tool to create new image area, objects or features (such as lens flare or motion) that didn't already exist in your original capture. These wavy lines your filter has created are so extreme, so dominant, as to constitute an entirely new image created ion PP, effectively.

Sorry about the DQ. This is a stunning image though and I don't usually like abstract images! Thanks for posting the original image in the forum thread. I learn a lot by seeing the before and after images that photographers post.

The effect was Photoshop Oil Filter - I was a bit too liberal with it and paid the price
