This was shot with two black light panels.(Another photographers lights, so I don't know the particular brand or power).
1 - 6-7 ft and 45 degrees at camera right
2 - 10-11 ft about 60 degrees at camera left.
Both panels were about 4 ft off the floor.
The model was wearing bright reddish coloured underwear with the neon green top, which gave a great glow in the lights. She also had glow in the dark lipstick and the nice touch of UV sensitive contacts.

Mask and dodge the background to brighten in the centre.
