 LightRoom
White Balance to warm up
Increased Contrast, Highlights, shadows, black clipping and Clarity
Cropped to only the eyes.

Photoshop
Duplicate background
Added a little Turquoise to the irises
Used spot healing brush to clone out stray hairs, eyebrows, mascara
Blurred a bit on the skin and hair/eyebrows so really just the eyes pop out
Sharpened eyelashes and pupils (to make them sparkly)

I have always loved her eyes and you did a good job making them pop, I would like to see everything else softer though to really bring them out.
