 Topaz clarity, color efex tonal contrast and cross processing, put in a new sky with motion blur, did a surface blur to the water, hue sat adjustments for the sky, silver efex on luminosity, black and white layer on low opacity, cloned a few spots, cropped, high pass on hard light for water
