-Blue Curve
-Create and feather oval selection
-Fill selection with custom color to create vignette frame
-Resize*
-Create and feather rough selection for "skin" areas omitting eye**
-Duplicate layer and apply Gaussian Blur at 16px radius (huge!)
-Lowered opacity of blurred layer to about 80%
-Crop and enlarge canvas to balance composition
-Added (hopefully subtle) title text
