What a look, this is my 2nd fave for the challenge, hope it does well, at least it looks like it's outdoors in the real wind, unlike a lot of the other studio shot's in here with maybe a fan blowing on them!

She seems distracted irritated by the photographer. Looks like the wind might be blown back her hair, so it meets the challenge. I don't much like the blur vignette, but it does throw attention to the subject.
Honestly due to the processing I can't tell if this is Wind or if this is just soft edges. You took the detail out of the hair, so it doesn't mean much to the challenge.
As for the photo itself. I do like the processing. I think the eye contact with the viewer is spot on. I also like the purple with the green. This all makes for a very 'magical' photo. I think you did good work here.
