Looks lik the blur was add in post processing, and not very well at that. The blur has cut a chair in half in a very odd way, and the blur isn't adjusted for distance.

The foreground looked to me like it was in the background at first, then my eyes had to adjust.

Took me a minute to understand the image. It's got a sort of reverse 3D effect that is pleasantly disorienting.
