This is way too blurry for me. In focus I think it would have been interesting with the light/shadows. I think the red flag might be by the building so the lighting would have been good with the brighter parts of the picture highlighting your object
Not sure what you were doing with the focus here. Were you trying to create an impressionistic image. While I often like blur, this doesn't work for me.
