Awesome find, Katie!!! I feel it's a bit "bright" for grunge, and I think a vignette is definitely in order. Try using an overlay with dark edges and see if that improves it. I'd keep the "clean rest rooms" portion as the brightest portion of the image, and somehow darken the rest, just a tish.
