It is a standardized set of fields developed by news services (e.g. Associated Press, Reuters) by which information about an image could be embedded in the digital image and automatically extracted at the publisher's end.

You'll notice things like Caption, Byline, Photo Credit, Keywords, etc.

In Photoshop, you access it through the File Info dialog box.
