Basically, use what you already have. You don't need fancy equipment to start taking good pictures. Don't just look at the pictures you like ... study them. What makes them "pop" for you? The more you identify what it is that you like, the more you'll be able to seek out similar things (lighting, composition, backgrounds, etc). Post processing is not a cardinal sin. Network with people. Don't let education get in the way of your learning.
The last several points are worth reading more when you get to a non-blocked internet. :)
