I am thinking of buying a ProMaster 100-400mm F/5.6-6.7 autofocus zoom lens.
The cost is $249.00. I would like comments on this lens with my Canon Digital Rebel.

Well, the answer depends on what you expect as far as performance. This lens is almost certainly made by Tamron, and Tamron does make some very good lenses, and also some junk. At the $249 price point, it's likely this lens will be a mediocre performer optically.
This lens is also very slow, so good light will be an absolute necessity.
The 300D really needs good glass to make its best images. I would suggest saving for something in the next level of performance. You will be much more satisfied over the long run.
