Just wonder if Gradinet Map...in Photoshop is allowed when Basic Editing is in use?

Not under basic editing, no, as the pixels are not all affected in the same way.

Not to be annoying and argumentative but I'm just curious. I thought about this and originally thought the same as above but then with a gradient map all the image is being used it is just some of the pixels are getting more of a color than the other. That would be no different that contrast or color balance affecting only certain pixels but as a whole. Wouldnt it?

Contrast etc affects pixels based on what they already are. Gradient maps add additional data to affect only certain pixels.
Right?

yes gloda but level editing (for example) edit pixels in different way based on the brightness they have...

Bottom line, basic editing techniques prohibit the use of selection tools. A gradient map is a form of selection tool.
While it can be argued that adjusting curves, levels, etc. on just one color channel or on highlights/midtones/shadows only is also (implicitly) making a selection, these techniques are different than the explicit use of selection tools. Limiting the use of implicit selection would, in effect, prohibit almost all changes to brightness, contrast, color balance, etc. That is not in the spirit of the basic rules.
