I use a D70 but I don't know if that's what you define as cheap.

I use the Sony F707...bought on Ebay for $75.00 4 years ago. Works great!

Can you define cheap?

Any of the Sony Night Shot capable cameras could be put in Night Shot mode, with an IR filter attached. The F707 and F717 were 5 MP.

For hand held shots the olympus c-2020 is good but only 2mp.
Your nikon coolpix 950 is also very good.
My favorite camera for ir unmodded was the nikon D50.
