I was wondering if I were to apply a lighting effect from Paintshop 8 to the entire shot if that is legal? It's not an additional layer or anything, it's applied to the entire image. I could probably achieve the same effect with the dodge and burn tools but I'm not that good with them yet.

In member's challenges, you don't even have to apply it to the entire photo. Definitely legal.

In advanced editing challenges, it should be legal. It would not be legal in basic editing.
Regarding layers, remember they can be used in advanced editing. It's also legal to apply an effect to a selection in advanced editing challenges.
