I have never had such problems uploading a picture to a web-site. This one the picture hhas to exactly 120x90 or 90x120. How do I get my picture to go to that exact size. It is probably very simple, it just doesn't come to mind!

Choose the crop tool
On the top bar, set parameters to 120x90
Draw crop to enclose area you want
It will automatically resize it for you.

Or, if you would like a bit more control, and don't want to crop, you can always use the menus at the top of the application - go to "Image > Image Size".
If you have something with nice smooth gradient, there's a resize option that works well for that, if you have lots of small detail, there is another resize option for that here..
It may not seem important, but it can make a HUGE difference in the output.
