Any opinions , 400 mm 5.6 or 300 4.0 with a 1.4 converter I want to buy a long Prime lens

Both of them have stellar reputations; I don't have the 300/4 to test , but I'd bet that it would perform well with the 1.4. I do think the 400/5.6 will out-perform it, though. It's an incredible lens.
Since you have a 70-200, it would seem that 400mm is a more logical step; 300mm is not all that big a step from 200mm.

I have the 300 and 1.4. The quality is amazing. The 300 alone is so much sharper than my 70-200 @200 with the 1.4 (280) at any common aperture.

I dont have the 400 but sometimes its nice to shoot the 300 without the TC and sometimes its good to use the 1.4 and have 420. With the 400 you wouldnt have that option.

I'm not sure about the 5.6 I wish they made a 400 4.0 is like the 300 at a reasonable price

i have the 400mm f/5.6 and the speed doesn't really bother me. I always use that lens outside where there is plenty of light, and the thing is super sharp wide open, so i never stop it down. if it's starting to get dark, i just boost the ISO a bit. also, i typically always use a tripod, although, it is light enough to hand hold for a bit.
