I would like some assistance on how I might have improved this picture. Flash was on the camera and I know that is bad. I did have the flash dialed back so it would be more fill than trying to be in your face. My concern is that the background is very dark....how would I have resolved that? It was a very dark, rainy overcast day when the picture was taken.

I am afraid if this were printed their hair would merge into the background. Would a flash behind them hitting their hair have avoided this problem?

ISO 800, f 3.5, 1/160 second

Always remember that shutter speed controls ambient and aperture controls flash power.
Lowering your shutter speed will increase the light in the background as you see fit. Opening your aperture will decrease the power of flash required on your subjects.
To be honest though, I think it's fine how it is, and might even go so far as to say that a longer shutter (and therefore brighter background) would add prominence to the background and make it distracting.
I think there's sufficient separation, myself.
